The video contained here shows Jeff C (aka. Arc) beat the US version of the game in 8:23.13 which showcases his ninth time releasing a time attack video for this game, improving his last time by 20 seconds. The Speed Demos Archive also has an entry listed on there site here. It is perfomed by Daniel 'Kareshi' Brown on October 24th, 2006 at his best time of 22:56 which is more than double the length of Jeff C's time, but is pretty good considering he is not using tools (save states) to assist him. In fact, he states that he used Jeff C's videos for research.
